Most Indian brands that do well in the UAE did not win the whole country at once. They won a slice of it, such as Malayali families in Sharjah or Gujarati shoppers in Bur Dubai, and grew from there. A Dubai marketing team that already knows your home audience shortens the learning curve, but the plan itself is not complicated.

This playbook is written for consumer brands in food, fashion, jewellery, beauty, home and restaurants. Laws and fees change, so treat the legal points as a checklist for a UAE business-setup adviser, not as legal advice.

Why do Indian brands start with the UAE?#

Your first customers are already there. India's Ministry of External Affairs counts more than 4.3 million Indians living in the UAE (opens in a new tab) (January 2026 data), more non-resident Indians than any other country. Many grew up with your brand, or brands like it, and will pay for the taste, fit or finish they miss.

Trade is easier than it was. The India–UAE Comprehensive Economic Partnership Agreement (CEPA) entered into force on 1 May 2022 (opens in a new tab) and cut or removed duties on a wide range of goods. Whether your product qualifies depends on its HS code and the rules of origin, so check with your customs broker before building prices around it.

It is close. The UAE is a three-to-four-hour flight from most Indian metros and Kerala's airports, and India is only 90 minutes ahead of Dubai, so a team at home can cover UAE business hours with a small shift change.

The UAE is also a proving ground. If your brand holds its own in feeds that already carry the best of India, the Gulf and the West, conversations about Saudi Arabia, Qatar and the wider GCC markets get much easier.

What do you need in place before the first ad runs?#

Paid ads are the easy part. Launches usually stall on something unglamorous: a product stuck in registration, a checkout that rejects local cards, or a WhatsApp number nobody answers after 6 pm.

    ItemWhy it mattersWho to ask
Trade route and licenceDecides whether you can sell directly to consumers, hold local stock and invoice in AEDA UAE business-setup adviser
VAT registrationThe UAE charges 5% VAT; a UAE business must register once taxable supplies pass AED 375,000 over 12 months (opens in a new tab)A UAE tax agent

Checkout and paymentsCards, Apple Pay and instalment options such as Tabby or Tamara; cash on delivery helps first ordersYour e-commerce developer

A local WhatsApp numberA +971 number shows you are really here and avoids international call chargesYour WhatsApp Business Platform provider

Give labels their own budget line, because label errors are an avoidable cause of delayed registrations. Our guide to packaging design for Kerala brands going to the Gulf covers what the label has to carry.

If you set up a UAE company that sells to other businesses, such as distributors or retailers, plan for e-invoicing too: our UAE e-invoicing guide has the timeline and who must join.

Which entry route suits your brand?#

The right structure depends on your margins, how much stock you can commit and how quickly customers need their order.

    RouteHow it worksSuitsWatch out for
Marketplace first (Amazon.ae, noon)List through a local seller entity or cross-border programme; the marketplace brings traffic and often deliversPackaged goods, beauty, fashion, homeCommission and fulfilment fees; side-by-side price comparison
Distributor or retail partnerA UAE importer holds stock and sells into hypermarkets, pharmacies or grocery chainsFMCG, food, personal careShared margin, listing fees, slow feedback; you still build demand
D2C site shipping from IndiaCustomers order on your site; you ship cross-borderPremium or made-to-order products such as jewellery and ethnic wearDelivery times, duty at the door, returns
UAE company with local stockA free-zone or mainland entity imports and sells from a UAE warehouseBrands ready to commit after a testSet-up, visa and rent costs
Franchise or partner outletA local partner runs the store or restaurant under your brandRestaurants, cafés, salonsBrand control and partner choice

For most retail and e-commerce brands, the lowest-risk sequence is to test through a marketplace or your own site, learn which products sell, then bring in a distributor or set up locally. Restaurants are the exception: the usual test is a cloud kitchen on delivery apps such as Talabat before a dine-in outlet.

    Who should you target first?#

Start with Indian residents, and split them finely. A Malayali family in Sharjah, a Punjabi business owner in Dubai and a Tamil family in Abu Dhabi buy differently, speak differently and scroll at different times.

Meta does not let you target by nationality or ethnicity, so build audiences from signals that line up with them: language settings (Malayalam, Hindi, Tamil, Urdu, Gujarati), interests such as regional cinema and festivals, people who engage with your Indian pages, and radius targeting around neighbourhoods such as Karama, Al Nahda, Al Qusais and Rolla.

    RingWhoLanguageWhat the ads say
1People who already know you: customers from home, followers, diaspora communitiesMalayalam, Hindi, Tamil or English"Now in the UAE", familiarity, prices in dirhams
2Wider Indian and South Asian residentsEnglish, Hindi, UrduQuality, value and trust signals
3Other expats, including Filipino, Western and Arab residentsEnglishProduct benefits rather than origin
4Emirati and Gulf Arab audiencesArabic first, English secondLocal relevance, copy written natively in Gulf Arabic

Most Indian brands should not start with ring 4, but should plan for it by month six, with Arabic copy written by a native Gulf-Arabic writer rather than translated from English. When your website adds Arabic, our Arabic-English website checklist covers separate URLs, right-to-left layouts and forms.

How should you price in dirhams?#

Do not convert your rupee price at today's exchange rate. UAE shoppers compare you with what sits next to you on the shelf or the marketplace page, not with your Indian MRP. Build the price from landed cost upwards:

    • Product and packaging cost for the UAE version, plus freight and insurance.
    • Customs duty: most goods attract the 5% GCC customs duty unless an exemption or CEPA preference applies.
    • VAT at 5%, shown inside the consumer price.
    • Channel costs: marketplace commission, distributor margin or your own store costs, plus fulfilment, returns and payment fees.
    • Marketing cost per order, which is high in the first 90 days and falls as repeat buying grows.

Then check the market. Price against the nearest rivals on noon, Amazon.ae and the big hypermarkets, use the price points shoppers expect (AED 19, 29, 49, 99), and test two price points through separate bundles rather than changing a live price mid-campaign. Festival gift bundles make an easy first purchase: Diwali and Onam matter to the Indian community, while Ramadan, Eid and the Dubai Shopping Festival matter to everyone.

How do you sell through WhatsApp in the UAE?#

Many UAE shoppers prefer to ask before they buy from a brand they have not seen on a shelf. Click-to-WhatsApp ads on Instagram and Facebook send them straight into a chat, where someone can answer questions, share the catalogue and send a payment link. Three things make it work:

    1. Evening cover. People are home and browsing in the evening, and 8 pm to midnight in the UAE is 9:30 pm to 1:30 am in India. An India-based team needs a late shift, or at least an automated first reply that captures the question and promises a time.
    2. The WhatsApp Business Platform, not the phone app. Once volume grows, you need a shared inbox, several agents on one number and a CRM, not one staff member's phone.
    3. Knowing the cost. Since 1 July 2025, Meta has charged the WhatsApp Business Platform per message (opens in a new tab), at rates set by the recipient's country. Since 1 October 2026, replies inside an open customer-service window are free only for the first 1,000 a month on each business number (Meta's FAQ (opens in a new tab)), and replying within 24 hours to a chat that started from a click-to-WhatsApp ad still opens a free entry point window, which Meta's pricing page says may remain open for up to 7 days (read 10 October 2026). Marketing broadcasts are always billable, so send them only to opted-in customers.

What does a 90-day UAE launch plan look like?#

    PhaseFocusKey actionsWhat to measure
Before day 1Set upLicence route, stock, checkout, local WhatsApp number, Meta pixel and Conversions API, GA4, a launch shoot of 20–30 short cutsEverything tracked before a dirham is spent
Days 1–30TestRings 1 and 2, three to five creative ideas, click-to-WhatsApp and conversion campaigns, two price points or bundlesCost per conversation, chat-to-order rate, cost per first order, average order value
Days 31–60FocusCut losing ads and products, refresh hooks, add Google Search for brand and category terms, marketplace sponsored listings, one or two permitted creatorsRepeat rate, return on ad spend by product
Days 61–90Scale or rethinkWiden to ring 3, test Arabic creative, decide on a distributor or local entity, build the seasonal calendarMargin per order after marketing cost, 60-day repeat rate

The first 90 days are not about profit. They should tell you which products sell, to whom, and at what cost per customer.

How often should you refresh creative in the UAE?#

More often than in India. The UAE has roughly 11 million residents in total, and your first audience is a small slice of them. When a modest budget meets a small audience, the same people see the same ad again and again, and results fade within weeks.

As a rule of thumb, plan new hooks every two to three weeks and new concepts every month, and refresh sooner when frequency and cost per result rise together. The formats that travel best from India are simple: the founder explaining why the product exists, a three-beat product demo, an origin story from the Kerala kitchen or Jaipur workshop, and an honest breakdown of what AED 49 buys.

Use creators, but check their paperwork. Since 1 February 2026, anyone publishing advertising content on social media from within the UAE needs an Advertiser Permit from the UAE Media Council (opens in a new tab), and visiting creators must go through accredited UAE agencies. An Indian influencer flying in for a launch shoot is exactly the case the rule covers.

What budget should you plan for the first 90 days?#

    LineTypical planning range (2026)Notes
Ad spend (Meta, Google, marketplace ads)AED 5,000–20,000 a monthPaid directly to the platforms from your own accounts
Marketing managementAED 3,500–12,000 a monthDepends on markets, languages and creative volume
Launch creativeAED 4,000–15,000 one-offLess if shot in India, more with a Dubai crew and talent
WhatsApp Business PlatformProvider fee plus Meta's per-message chargesVaries by provider and volume
Marketplace or distributor costsA share of each saleCheck the current fee schedule for your category

Typical ranges in 2026, not quotes. Business set-up, stock and VAT are separate. Confirm with written quotes.

Below about AED 5,000 a month in media, most accounts struggle to tell a good ad from a lucky one. If the budget is tight, run fewer ads with more money behind each.

What mistakes do Indian brands make in the UAE?#

    • Running Indian creative unchanged. Rupee prices on screen, Indian delivery promises and a +91 number tell a UAE shopper you are not really here.
    • Treating the diaspora as one audience. Language, region and income change what works.
    • Translating English copy into Arabic. It reads as foreign, and Gulf audiences notice at once.
    • Launching into the summer lull. Many resident families travel in July and August, so aim for September onwards, or plan summer around delivery offers.

    Frequently asked questions#

Do we need a UAE company to sell to UAE customers?#

Not at the start. You can test through your own website with cross-border shipping, a marketplace's programme for international sellers, or a UAE distributor. Most brands set up a free-zone or mainland entity once they hold local stock and invoice in dirhams; take advice on which suits how you sell.

Should we target only Indian expats?#

At first, yes. They know your category, often know your brand and usually convert at a lower cost, so they fund the learning. Widen to other expats once you know what works, and to Arabic-speaking audiences once you can afford native Arabic creative.

How much should we spend on ads in the first month?#

We suggest at least AED 5,000 a month in media for most UAE lead or sales campaigns, paid from your own ad account. Less can work for a narrow local test, but results will be slow and noisy.

Can our India-based team run UAE marketing?#

Yes, if the team covers UAE hours, understands local seasons and rules, and travels for shoots and launches when being there matters. The 90-minute time difference makes daily overlap easy; evening customer service is the hard part, not strategy. The contract, data and tax side of working with an Indian team from the UAE is in our guide to outsourcing software work to India from the UAE.

Plan your UAE launch with a team that knows both markets#

The brands that do well in the UAE treat the first 90 days as a test with a clear question, not a big-bang launch. If you want help planning the audiences, pricing tests and creative calendar, tell us about your brand and your UAE plans. You can also see how we structure performance marketing across India and the GCC before you talk to anyone.

    Changelog#

    • 2026-10-04: WhatsApp costs updated for Meta's 1 October 2026 change: replies inside the customer-service window are charged once a business number has used its 1,000 free ones for the month.
    • 2026-10-10: The free entry point window corrected: Meta's pricing page (updated 30 September 2026, read 10 October 2026) says it "may remain open for up to 7 days" from your reply, not 72 hours.
